RE Burlington. Such a statute would not include airguns unless it specifically mentions them. Airguns are not considered to be firearms under federal law.

Full auto firearms have to be transferred from the owner to a Class 3 FFL and a tax stamp paid for each transfer. The firearms must also have been manufactured before May of 1986. There is no "permit" and are legal to possess as long as your state law allows it. The Hughes Amendment prohibited any new firearms being added to the registry after May 1986. This Amend is extremely unconstitutional, and the NRA promised to have it overturned in court, then reneged on doing so. Trump needs to be convinced to open an amnesty for six months of every year of his Presidency to allow new registrations, which he could do without legislation.
